2007 GMCI Commercialization
Awards Competition

GMCI has solicited proposals from small business, small disadvantaged businesses, and small woman owned businesses for its 2007 Commercialization Awards Competition.  The goal of the GMCI Commercialization Awards Competition is to fill a void that exists in the development of emerging technologies into commercial-ready technologies. GMCI is assisting small companies with NASA technology (or NASA related technology) to implement:
1) prototype development and
2) testing and evaluation
to help reduce associated risks and increase the interest of potential private investors and commercial partners.

Participation Criteria

To be eligible, a company must:

  • Be a Small Business as defined by the U.S. Small Business Association: www.SBA.gov/services.
  • Any small company located within the U.S.
  • Have some kind of relationship with NASA including SBIR, STTR, SAA, letter of intent, etc.
  • Have not previously received funding through any of the current economic development programs at Battelle's Cleveland office (i.e., GATE and GMCI)

Q. I am not clear on whether a company can apply if they are currently in the Phase I or II process. Must the SBIR/STTR contract be complete for them to apply?
A. No, the SBIR/STTR Phase 1 or Phase 2 contract does not have to be complete for a SB to apply.


Q. I’m not sure I can meet all the requirements for application. I am currently working with MAGNET developing my new product. Please take a look at my website for an overview of my product.
A. Based upon the information presented on your website, I did not see any connection with NASA concerning your product. Consequently, you are not eligible for a Commercialization Award.
As discussed in our announcement, we are a technology transfer and commercialization program that is fully supported by NASA. Accordingly, for our awards competition, one of our requirements is that companies need to have a NASA relationship (i.e., worked with NASA previously or currently working with NASA).


Q. What do you mean by “Other written documentation from a NASA Center or NASA Affiliated Program”? Do products developed under a large NASA program qualify for award? (No separate contract but via an existing support contract).
A. We are expecting applicants for the Commercialization Awards to show proof of their collaboration with NASA by supplying written documentation with their proposal. This documentation may take many forms depending upon the NASA center or affiliated program, such as a Space Act Agreement, Contract, Letter of Acceptance, etc.
Products developed under a large NASA program qualify for the award. Of course, written proof should be provided that NASA has given rights to the small business to commercialize the technology.

Q. Are software tools development (under a NASA program) eligible for funding under NASA GMCI?
A. Yes, software technology tools developed under a NASA program are eligible for GMCI commercialization funding.

Q. Can we propose a bid that has won an SBIR in the past for additional funds?
A. Yes, you can submit a proposal seeking funds to continue with the commercialization development of a technology that has won a previous NASA SBIR.

Q. If we were granted any award earlier, can we apply for another grant for very different project?
A. Unfortunately, past winners of the GMCI Commercialization Awards are not eligible to receive an award this year regardless of whether or not the project may differ from previous proposal(s). Since public funds are used to support the awards, we must continue to broaden the impact of our program and continue to diversify the pool of companies in our program.

Q. We received assistance from NASA regarding the development of our technology several years ago. We have a spin-off technology we are interested in commercializing. Can we compete in this competition?
A. If this is a completely new application of the technology that is being commercialized by a spin-off company that has not received previous GMCI award funding, then it may be eligible for the award, provided this company also meets the other eligibility requirements in the RFP.

Q. We are a GMCI company. Do we still continue to work with your staff to access NASA resources (as stated in your objectives) even though we aren’t eligible for this Award?
A. Yes, if you are a GMCI company, we will still continue to work together to leverage NASA resources to achieve the objectives established in your action plan. 

Q  Please define your involvement with the RFP as far as Battelle management is concerned. Is Battelle entitled to a percentage of the sales?
A. Battelle is involved with managing the NASA Glenn Garrett Morgan Commercialization Initiative (GMCI). The commercialization awards program competition is one of the tasks that we implement as part of this program. We intend to offer up to three $50,000 awards to small businesses that are selected as winners for this awards competition. Battelle will execute a subcontract with the award winners in order for them to receive the awards, but will not be entitled to any of the sales that result from technologies that are commercialized using the award funding.

Q. Are there topics associated with this RFP or is the burden on the potential bidder to identify opportunities that would impact both NASA and the small business concern?
A. There are no topics associated with this RFP. It is the burden of the potential bidder to identify an opportunity (or opportunities) that would impact NASA and the small business concern.

Q. We have our 8a certification as well as being a Woman Owned SDB. Does our 8a exclude us from this competition?
A. No, 8a certification does not exclude a company from the competition.

Q. We are a small IT firm who has researched software that NASA has developed. We signed up and obtained the license. Under the Eligibility Requirements, does that fall into the category “Other written documentation from a NASA Center or NASA Affiliated Program”?
A. Yes, a license from NASA would qualify as acceptable written documentation from a NASA center or NASA affiliated program to help meet the eligibility requirements for the awards.

Q. Must an application be submitted prior to June 29, 2007 or June 6, 2007?
A. The proposal for the GMCI Commercialization Awards Competition RFP must be submitted by 5:00 pm on June 29, 2007.
